As a follow-up to our earlier email on the new law coming into effect on immigration checks affecting the role of housing agents when recommending foreign tenants to landlords, we have compiled some useful information and hyperlinks to the respective government websites to help you carry out the 3 due diligence checks:
 

1) Inspect the original entry permit or visit pass (which has been incorporated into the identification card for work permit holders);

 

2) Ascertain that the holder of the passport is the person named in the pass or permit;

 

3) Verify with the employer that the prospective tenant's particulars match those in their records.

Information on how to check whether a work permit is genuine (Physical check)
 
ICA's bottomline is not who the landlord rents the premises to, but that all foreign tenants, residing here due to work committments or other reasons, have to possess valid WP, EP or Visit Passes, whether short or long term.
 
There is no physical document which solely serves  as an original entry permit.
It comes in the form of a stamp on the passport for short term (14 days) visits and a green card for long term visits. 
Both these serves as the original entry permit. 
 
For Work Permit and Employment Pass holders, their WPs/EPs act as the original entry permit .
 
We wish to draw Members' attention to the risk for not doing the above 3 due diligence checks for ALL prospective foreign tenants that you recommend to the landlord.

Controller Of Housing

The Controller of Housing administers the following Acts and Rules:



His principal functions under these Acts and Regulations are:

  • to issue housing developer licences to developers who wish to carry out developments with more than 4 housing units;

  • to approve amendments to the prescribed Sale and Purchase Agreements;

  • to ensure proper withdrawal of money from Project Accounts; and

  • to issue Qualifying Certificates to foreign developers to purchase land for residential development.
